Bank Negara Malaysia (BNM) has issued a new Framework for Electronic Trading Platforms (ETP), replacing the existing policy introduced in 2019 from November 1, 2026. The framework sets out the central bank’s requirements and expectations for market participants providing electronic trading platform services in Malaysia’s wholesale financial markets, particularly in the money and foreign exchange markets.
New BNM Framework Sets Approval Requirements for Trading Platform Operators
Under the updated rules, eligible electronic trading platform operators must obtain BNM’s approval before offering their services in Malaysia.
Operators providing electronic trading services for financial instruments outside the framework’s scope must seek the necessary approvals from other relevant authorities, where applicable. The requirements are intended to clarify the regulatory expectations facing firms operating these platforms.
BNM said the framework was first introduced in 2019 and has been reviewed continuously in response to feedback from industry players and other market participants. The latest revision is intended to keep the policy relevant as electronic trading services and wholesale financial markets evolve.
The November 1 implementation date gives market participants a defined point at which the updated requirements will replace the previous framework. Businesses operating or using these platforms will need to take note of the revised regulatory scope and applicable approval obligations.
BNM’s revised electronic trading platform framework will replace the 2019 policy from November 1, 2026.
