Singapore is set to impose mandatory caning for scammers and syndicate members under proposed amendments to its Criminal Law Bill. Offenders could receive six to 24 strokes, while scam “mules” who sell their Singpass or bank accounts may face up to 12 strokes.

The Bill also introduces life imprisonment for fatal abuse of vulnerable victims and tougher penalties for online sexual crimes, including AI-generated pornography and obscene content sharing. Operators of such online platforms could face two years in jail or fines. Authorities say the move strengthens deterrence amid rising scams and digital sex crimes. Advocates welcome the crackdown but warn that deeper social issues must also be addressed.
