KUALA LUMPUR, Oct 7, 2026 — The issue of equitable constituency development funding continues to haunt Prime Minister Datuk Seri Anwar Ibrahim’s administration as the government remains unwilling to enact legislation guaranteeing equal allocations for all Members of Parliament.
The matter remains significant because it was among the reforms long championed by Pakatan Harapan (PH) while in opposition and formed part of the coalition’s election pledges.
Although the government maintains that development allocations are meant for the benefit of the people and do not necessarily need to be channelled through MPs, critics argue that the current arrangement still creates an imbalance, as opposition lawmakers have no direct control over funds allocated to their constituencies.

The controversy has also raised questions about the government’s commitment to institutional reforms, a key pillar of Anwar’s political agenda and PH’s reform platform.
Pressure on the administration is not coming solely from the opposition. In recent months, DAP leaders, including Secretary-General Anthony Loke and Chairman Gobind Singh Deo, have urged Putrajaya to introduce legislation on fair constituency allocations in line with PH’s election promises.
Political observers believe the government’s failure to resolve the issue could remain a political liability ahead of the 16th General Election (GE16), particularly if PH were to return to the opposition benches and face the same system it is defending today.
