Ronald Kiandee Urges Fair Constituency Allocations Free From Political Leverage

Beluran Member of Parliament Datuk Seri Dr Ronald Kiandee has voiced sharp criticism in the Dewan Rakyat regarding the distribution of constituency development funds, warning the unity government against converting public allocations into a political weapon to secure parliamentary compliance.

Debating the committee-stage allocations for Budget 2027, Kiandee emphasized that constituency development funds are derived from public taxpayer revenue and ought to be distributed equitably to all elected representatives, irrespective of their political affiliation or seating in the August House. He cautioned that using financial allocations as leverage to compel opposition MPs into signing executive agreements undermines democratic norms and distorts representative governance. Pointing to the recent Confidence and Supply Agreement (CSA) signed by 13 opposition and independent lawmakers to unlock funds, Kiandee argued that constituency funding should never be conditioned on political bargaining or executive discretion.

To resolve the recurring dispute, the Perikatan Nasional leader advocated for the immediate drafting and tabling of an Equal Constituency Allocations Act. Such legislation would legally mandate standardized funding for all parliamentary constituencies across Malaysia, eliminating discretionary executive control and ensuring equal treatment for voters regardless of who represents them. Kiandee cited historical precedents where cross-party funding frameworks provided stability without coercion, reiterating that parliamentary reform must prioritize institutional fairness over short-term partisan advantage. Government backbenchers defended the existing framework, maintaining that negotiation remains a standard parliamentary practice for governance alignment, but Kiandee insisted that funding parity must be enshrined in law to permanently protect parliamentary independence.
