SEOUL, Aug 8, 2026 – South Korea’s Football Association (KFA) allegedly paid for sexual services for foreign referees officiating international matches, including World Cup and Olympic qualifiers, according to a government audit report. The shocking revelation, first reported by broadcaster JTBC, stems from a 2016 audit by the Ministry of Culture, Sports and Tourism (MCST).

The report found that between March 2011 and March 2012, KFA used official credit cards at massage parlors and adult entertainment venues at least seven times to provide “inappropriate services” to referees and referee supervisors. More than 10 officials were said to have received such services, with costs ranging from hundreds of thousands to over a million won per visit. One case occurred on February 29, 2012, hours before Korea’s World Cup qualifier against Kuwait, when KFA’s card was used to pay 500,000 won in Gangnam.
Japanese referee Yuichi Nishimura officiated that match.
