This is an ongoing conversation on Malaysia’s car-centrism which has led the infrastructure of the country to somewhat disregard pedestrians.

Additionally, netizens are annoyed at having these fences blocking the access for pedestrians. They would very much prefer to have these fences taken down. Additionally, some may say that these fences were placed in lieu to stop people from jay-walking.
Oddly enough, there is a lack of zebra crossings in the city, and if you’re able to find one, you’d have to wait 15 minutes for the traffic lights to allow pedestrian crossings. Hence, this is the possible reason why jay-walking is common.
