Senator Isaiah D. Jacob has urged the Malaysian government to introduce a dedicated Child Act for children with disabilities, following the abuse of two Down syndrome students at a Community-Based Rehabilitation Centre.

He submitted a memorandum to the Attorney-General, criticising the failure to charge the abuser under the Child Act 2001, opting instead for a lesser Penal Code provision. The convicted teacher received only a RM2,000 fine.

Isaiah called this a miscarriage of justice and a form of institutional discrimination. He stressed the need for stricter oversight of rehabilitation centres and legal reforms tailored specifically to protect children with disabilities.
