PETALING JAYA, Aug 18, 2026 – A man involved in the dog‑catching operation that led to the death of a pet dog named Rocky will be charged in the Klang sessions court this Thursday.
Lawyers Rafique Rashid Ali and Mahmud Abdul Jumaat confirmed that Shah Hizam, 24, had been summoned by the Selangor veterinary services department, though the specific law or section under which he will be charged has not yet been disclosed.
Dog‑catching operation
Shah previously denied joining the July 29 operation in Klang with any intention of harming animals, saying he was heartbroken over Rocky’s death but had only carried out duties assigned by the Klang Royal City Council.
The council defended its officers, claiming Rocky’s owner acted aggressively, attempting to cut the restraining noose and threatening self‑harm. Authorities investigated the case under the Animal Welfare Act 2015 for possible cruelty.
