SINGAPORE, Aug 28, 2026 – A Singaporean couple was fined after their four unlicensed dogs attacked a Labrador retriever being walked by a domestic worker in Bedok. The incident, which occurred on Jan 9, 2024, left the Labrador with a deep wound measuring 9cm long and 7cm deep, along with multiple puncture injuries.
The couple’s pets – two Rottweilers and two Cane Corsos – escaped through a faulty gate along Sennett Road before charging at the Labrador. Both breeds are classified as restricted and require special licensing, with ownership limited to one unless prior approval is granted.

On Aug 25, Merissa Leow Hwee Li, 51, was fined S$3,100 and ordered to pay S$4,000 in compensation to the Labrador’s owner. Her husband, Lionel Tay Wei Yuan, 52, received a S$5,400 fine. Court documents revealed none of the dogs had valid licenses, with some registered under relatives or colleagues.
The Labrador’s veterinary treatment cost S$3,359.65, while medical bills for the domestic worker amounted to S$706.30. The court set bail conditions and highlighted the couple’s lack of approval to keep more than three dogs. Both cases underscore the strict licensing rules for potentially dangerous breeds in Singapore.
