Tun Mahathir Mohamad, who has nothing to do with the MoU issue between PH-BN and PN, have criticized the government, alleging that signing a MOU to receive constituency funds amounts to corruption. He argues that government funds belong to the people, not the ruling party, and should be equally distributed to all representatives, regardless of party affiliation. However, during his time as PM, some government politician say, there were no such thing. Yet, citing previous administrations that provided substantial funds to opposition-led states like Kelantan and Terengganu without conditions, now Mahathir claims the current MOU and 3R policies aim to suppress dissent. Under Mahathir though, he pulled the oil royalties from Terengganu after the PAS won the state in 2004.
