Judicial Reforms Cut Death Sentences to 15 in 2025

Malaysia’s judicial reforms have led to a sharp decline in death penalty use, with only 15 new death sentences recorded in 2025, down from 24 in 2024 and 38 in 2023. Amnesty International Malaysia welcomed the progress but stressed full abolition remains distant, as courts still retain discretion to impose capital punishment. 

Drug Offences Still Dominate Malaysia’s Death Penalty Cases

Official data showed 42 sentences commuted and four acquittals last year, leaving 97 inmates on death row — the lowest figure ever. Lawyers say judicial discretion has reduced reliance on executions, though inconsistencies remain. Drug‑related offences continue to dominate cases, while Amnesty urged Malaysia to protect citizens facing execution abroad.
