Hun To, cousin of Cambodian Prime Minister Hun Manet, admitted owning a 30% stake in Huione Pay, a digital payments firm sanctioned by the US for links to cyberscams and money laundering. 

US Sanctions Highlight Cambodia’s Huione Pay Links

Former chairman Li Xiong, who held 62%, was extradited to China in April for alleged involvement in a transnational fraud syndicate. Hun To stressed he never managed operations or received profits. 

Huione Pay was liquidated in October 2025, but protests continue over frozen accounts on successor platform H‑Pay. Cambodia’s central bank confirmed Huione licences were revoked, as scrutiny intensifies over regional fintech platforms tied to criminal networks.
