The newly declassified Royal Commission of Inquiry (RCI) report on Tabung Haji (TH) has recommended that the institution remain a single entity but undergo sweeping governance reforms.
The commission concluded that TH’s financial crisis in 2017, which saw a sharp decline in asset values, stemmed from weak oversight rather than structural flaws.
RCI Report Urges Governance Overhaul at Tabung Haji
Among the key proposals are amendments to the Tabung Haji Act 1995 to strengthen regulation, set clear criteria for board appointments, and require members to have relevant expertise.
The RCI also urged barring active politicians from serving on TH’s board or its subsidiaries, with appointments to be made by the Prime Minister based on recommendations from an independent advisory body.
The report called for a clear separation of responsibilities: the Religious Affairs Minister should oversee haj management, while the Finance Minister should handle financial matters and investments.
It further recommended forensic audits into past investments that contributed to losses, including ventures such as TH Indo Plantations, Emrail, Wellspring Worldwide, and TH Properties.
The commission stressed that disciplinary proceedings must be streamlined and every police report acted upon swiftly. It concluded that with stronger governance and accountability, TH can continue serving Malaysian pilgrims without altering its core structure.
