Constitutional lawyers say the position of the Negeri Sembilan Menteri Besar can only be determined through a vote in the state legislative assembly. Former Court of Appeal judge Mohd Hishamudin Yunus stressed that convention requires a transparent vote on the floor of the Dewan to establish loss of majority support.
Vote of confidence
Lawyer New Sin Yew noted past cases show confidence can be tested via statutory declarations or ruler interviews, citing Perak’s 2009 crisis. While Article 38 of the state constitution does not specify the method, experts insist legislative votes remain the “gold standard” for clarity and legitimacy.
