The Democratic Action Party (DAP), which has ruled Penang for four consecutive terms with a supermajority, may be losing its shine among voters. According to The Straits Times Singapore, internal estimates shared by senior DAP figures project that Pakatan Harapan (PH) could secure only 23 of 40 seats in the state assembly — its weakest showing since 2008. This would mark the end of DAP’s dominance in several wards it has held for nearly two decades.
Pakatan and DAP Penang fortunes
Chief Minister Chow Kon Yeow dismissed comparisons with Sabah’s 2025 debacle, stressing Penang’s stronger track record. However, voter discontent at both federal and state levels is mounting, with frustrations over unmet reform promises, corruption concerns, and disputes over tax revenue sharing. Local controversies, including a mining licence scandal and Chow’s feud with former DAP leader Lim Guan Eng, have further dented confidence. Rising quit rent rates have also sparked backlash, despite Chow’s defence of fairness in policy.
Following the 2023 Penang state election, Pakatan Harapan (PH) won 27 seats on its own, with its ally Barisan Nasional (BN) winning 2, totaling 29 out of 40 seats for the unity government. This maintains a supermajority, with the Opposition (Perikatan Nasional) holding the remaining 11 seats.
