The Selangor government has defended new planning guidelines barring non‑Islamic houses of worship from being built in commercial zones. A spokesman from the menteri besar’s office said the rules were based on resident feedback, citing traffic and parking constraints in such areas. The guidelines, approved in November 2025, apply only to new developments and will not affect existing worship sites.
Worship Sites in Commercial Areas
Moving forward, residential areas will have gazetted land for both Muslim and non‑Muslim worship facilities. The clarification followed concerns raised by Petaling Jaya MP Lee Chean Chung, who warned the restrictions could hurt religious groups relying on commercial or industrial premises due to limited approved land.
He argued the state should focus on addressing the long‑standing shortage of land for non‑Islamic worship rather than imposing new limits. The guidelines are administered by PLANMalaysia Selangor, the state’s town and country planning department.
